What is ELCAS?

The Enhanced Learning Credits Administration Service (ELCAS) scheme is in place to promote lifelong learning amongst members of the Armed Forces.

The scheme allows members of the military to receive a  financial contribution towards their higher level learning.  This can help with the progression of a military career, or with moving to a new career upon leaving the Forces.

At Rawlings Safety & Training Consultancy Services (RS&TCS), we offer a number of accredited courses which are eligible for applications through ELCAS, including courses on Leadership & Management and Health & Safety.

We are here to ensure that applying for an ELCAS course is as clear and straight-forward as possible.

Who we are?

We are an approved training provider for the main health and safety professional bodies, including  NEBOSH, IOSH and CITB and operate throughout the UK.

We are also proud to be an approved Enhanced Learning Credits (ELC) provider and a signatory of the Armed Forces Covenant.

Our ELC provider number is 10892.

We will endeavour in our business dealings to uphold the key principles of the Armed Forces Covenant, which are:

  • No member of the Armed Forces Community should face disadvantage in the provision of public and commercial services compared to any other citizen; and
  • In some circumstances, special treatment may be appropriate, especially for the injured or bereaved.

We provide public courses at our training centre in Huyton, Liverpool.

Acquiring your enhanced learning credits

All service personnel are automatically enrolled for Enhanced Learning Credits. The value of them will depend on the length of your time in service, and the maximum number of credits you can earn is three.

There are two distinct tiers for ELC funding, which depend on the length of your service. Enhanced Learning Credits on the lower tier will be worth £1,000 per year, while the upper tier will be worth £2,000 per year.

Many members of the Armed Forces begin planning their post-military career a number of years prior to leaving the military, so even if you aren’t planning on leaving just yet, it could be a good idea to start finding out more about ELCAS.

Using your enhanced learning credits

Eligible members for credit  payments must have served for a minimum of six years.

Credits will cover 80% of the fees required to take one of the eligible courses, up to a maximum of £2,000.  You will therefore only need to pay for the remaining 20% of the cost of the course.

You can only use one of your credits per financial year, so it’s a good idea to plan out the most effective way to spend them.

To secure partial or full ELCAS funding for health and safety training courses and book your place on the programme of your choice, you will need to take the following steps:

  • Step 1: Contact us for advice choosing a course
  • Step 2: Complete an ELC claim form via ELCAS.
  • Step 3: Once approved, you will receive a Claim Authorisation Note (CAN).
  • Step 4: Send a copy of this to us as soon as possible.
  • Step 5: Complete any remaining course payments.
